Cooperation for the development of innovation in the agricultural and forestry sectors

Project submission: 

The round is over.

Objective:

Promote cooperation in agriculture, forestry and processing of agricultural products to address practical needs of these sectors, by developing new products, processes, technologies and methods.

Project levels:

At the industry level – foresees innovative solutions in the industry, including the creation of new products, methods, processes and new technologies in the industry, covering a wide range of final beneficiaries.

At the farm level - foresees the creation of innovative solutions at the farm level.

Grant applicant:

  • Potential working group bringing together farmers, foresters, processors of agricultural products, representatives of non-governmental organisations (NGO) or cooperatives in the agricultural, forestry or agricultural products sector, consultants, research organisations.

  • Working group consists of at least 3 different partners, of which at least 1 is a farmer or a forester.

  • Work group consists of:

    • 1. Lead Partner, who plans and manages the project and is responsible for its overall implementation;

    • 2. Partners, who are responsible for a certain part of the project and its implementation or who perform specific tasks in the project. The partner is involved in the implementation of the project with their own property, intellectual property, funds or human resources.

Eligible actions:

  • Experimental developments (such as prototyping, demonstrations, pilot projects, testing and validating new or improved products, processes or services in a real environment);

  • Creation of experimental technologies (creation of equipment or integrated production lines);

  • Industrial research (planned research or significant research work with the aim of promoting the creation of new products, processes or services or the significant improvement of existing products, processes or services).

Eligible costs:

  • Project coordination costs and remuneration for the work performed;

  • Costs of publicity and information distribution (seminars, conferences and their organization, costs of publishing articles);

  • Coffee break costs;

  • Partner travel expenses;

  • Rental of machinery, devices and necessary equipment;

  • Material costs (required inventory, tools, materials, components, chemicals, laboratory vessels, etc.);

  • External service costs;

  • Purchase costs of machinery, devices and equipment.

Amount and intensity of aid:

Work group developing innovation at the industry level:
Maximum eligible costs (EUR):

Amount of aid (EUR): 270 000

Work group developing innovation at farm level:
Maximum eligible costs (EUR):

Intensity of aid: 70%

  • Distribution of project costs between partners is done on a voluntary basis depending on planned involvement of each partner.

  • If the aid recipient purchases equipment, machinery or their equipment during the implementation of the project, the amount of aid intensity applied is 40%.

Implementation term:

  • Maximum term of project implementation: 5 years.

  • Activities can be started only after RSS has issued statement approving grant for the project.

List of documents to be submitted:

  • Project application (includes information on the working group, list of partners, type of involvement, planned activities, implementation of results in practice, implementation schedule, project funding, etc.);

  • Declaration of grant applicant (for each cooperation partner);

  • A description of the skills and qualifications of each cooperation partner (including the research organization's experience related to the project topic);

  • CV of personnel involved in project implementation;

  • A copy of the partnership agreement;

  • Supporting documents on the part of co-financing provided by cooperation partners;

  • Statement of assignment of a research organization to participate in the implementation of a cooperation project (only for scientific institutions);

  • Statement of appointment of a representative of the organization to participate in the project (if the partner is from NGO)

Evaluation of project submissions

  • Projects are evaluated separately at the industry and farm level (both selection rounds are announced and available funding is allocated separately).

  • Project applications are ranked according to the project selection criteria by RSS.

  • RSS evaluates the number, composition, experience and turnover of the partners of the working group, the available resources for the implementation of the project, the compliance of the project with the priority area, its impact on the production cycle, the possibility of implementing the solution in practice or production, the amount of eligible costs, the maturity of the project and the distribution of results.

  • If the number of points obtained in the selection is equal, preference is given to the project application with a smaller amount of funds required.

  • Selected industry-level projects that have sufficient funding during the selection process are referred for further evaluation by at least two industry experts who assess the quality of the project, including the level of innovation and benefits to the industry, as well as the impact on primary producers.

  • The final decision on project approval is made within 5 months for industry-level projects, while for farm-level projects – within 3 months from the submission of the project to the RSS.
