Central Baltic Programme 2021-2027

Central Baltic Programme

Eligible actions:

  • Development of products and services, including public services;

  • Digitization of processes;

  • Facilitating understanding and developing skills;

  • Marketing activities;

  • Exchange of experience and adoption of good practices;

  • Feasibility study and development of plans;

  • Development and implementation of new launchers and technologies;

  • Pilot actions.

Eligible costs:

  • Studies or surveys (such as evaluations, strategies, concept notes, design plans, handbooks);

  • Training;

  • Translations (NB! Translations of project documents are not accepted);

  • Development, modifications and updates to IT systems and website;

  • Promotion, communication, publicity, promotional items and activities or information linked to an operation or to a programme as such;

  • Financial management;

  • Interpretation services related to the organisation and implementation of events or meetings;

  • Participation in events (such as registration fees);

  • Legal consultancy and notarial services, technical and financial expertise, other consultancy and accountancy services;

  • Intellectual property rights;

  • The provision of guarantees by a bank or other financial institution where required by Union or national law or in a programming document adopted by the monitoring committee;

  • Travel and accommodation for external experts, speakers, chairpersons of meetings and service providers as well as target group where justified;

  • Other specific expertise and services needed for operations.

Objective:

The purpose of the program is to strengthen cooperation between regions in the following thematic directions:

  • Innovative business development;

  • Improved environment and resource use;

  • Improved employment opportunities;

  • Improved public services.

Funding applicant:

  • Public authorities;

  • Bodies governed by public law;

  • Bodies governed by private law.

Program territory:

Includes 27 regions in 4 countries: Latvia, Estonia, Sweden and Finland, including the Åland Islands.

In Latvia, these are Kurzeme, Vidzeme and Zemgale regions, Riga and Pieriga.

To receive funding from this programme, projects must have a clear cross-border character and involve partners from at least two programme countries.

Amount and intensity of support:

The total financing of the European Regional Development Fund for the program is 126.7 million EUR.

Intensity of aid: up to 80% (ERDF)

                             up to 10% (state budget co-financing)

The programme can be implemented through either small or regular projects.

Small projects: max 213 550 EUR

Project duration: max 18 months

 

Regular projects: from  213 551 to 4 000 000 EUR

Project duration: no set limit, but typically 2-3 years
